C11 Work Permit Renewal: How to Extend Your Permit in Canada

Overview

C11 work permit renewal at a glance

If you own and run a business in Canada on a C11 work permit and your permit expires soon, this guide is for you. With fewer clear options for permanent residence today, many owner-operators renew their C11 while they plan their next step.

Below, we explain how officers review a renewal, what evidence to file, when to start, and what it means for your family.

C11 renewal at a glance

01 Each renewal is judged as a new application
02 New permits are issued for 18 months at most
03 Officers want current, measurable benefit to Canadians
04 You must still show your stay is temporary
05 Apply before expiry to keep working while you wait
06 Start preparing 3–4 months before your permit expires

Key takeaway

A C11 renewal is not a formality. The officer looks at what your business has done since your last permit — not at your original plan. Clear proof of progress, real benefit to Canadians and a credible exit or transition plan are what get renewals approved.

Eligibility

Can you extend your C11 work permit?

Yes. IRCC lets C11 holders apply for a new permit from inside Canada, as long as they still meet the program requirements. Even with today’s tighter policies, we continue to see good results: in our practice, about 8 in 10 C11 renewals we prepare are approved.

Two rules shape every renewal today. First, since IRCC’s May 27, 2025 update, officers should not issue a C11 permit for longer than 18 months — the old two-year renewal is gone. Second, the Federal Court confirmed in 2025 FC 1014 that a past approval gives you no right to an extension. Each application must stand on its own, current evidence.

Three possible outcomes

What the officer decides usually reflects how much your business has achieved since your last permit.

01

Full renewal

Up to 18 months

When it happens

Your business is operating, has grown since your last permit and clearly benefits Canadians — through jobs, services, partnerships or community impact.

What to do next

Start planning your path to permanent residence now. Your new permit is the window to prepare it.

02

Shorter permit

Less than requested

When it happens

Your progress is real but limited, or the officer has doubts about your plans for the next period.

What to do next

Use the time to close the gaps the officer noticed — hiring, revenue, partnerships — before your next application.

03

Refusal

Act quickly

When it happens

The officer is not satisfied that your business provides a significant benefit to Canada, or that you will leave at the end of your stay.

What to do next

Get legal advice right away. Depending on your situation, options may include restoring your status within 90 days, a new application, or judicial review.

Officer review

How do officers assess a C11 renewal?

The officer reviews your business and what you have done in Canada since your last permit. Expect questions in four areas.

Your progress
  • What did you set out to do? The officer compares your original intent with what actually happened.
  • Did you deliver? Show the milestones you reached, and explain honestly the ones you missed and how you responded.
  • Is your business creating economic, social or cultural benefits for Canadians? Jobs for Canadians and permanent residents carry the most weight, but services, partnerships, knowledge transfer and community work also count.
  • Is the benefit current and measurable? Incorporation and tax filings are required, but they are not enough on their own.
  • What are your plans for the next permit period? Give specific, realistic goals with numbers where you can.
  • Why must you stay in Canada to run the business? Explain why your presence is essential right now.
  • Do you have a clear exit or transition plan? For example, who will manage the business if you leave.
  • Do you keep ties to your home country? Business, property, family or regular visits.
  • Are you a credible, compliant business owner? Tax filings, permit conditions and consistent answers all matter.
Documents

What documents do you need for a C11 renewal?

Your application should prove that your business is active, growing and benefiting Canadians. Prepare these five groups of documents.

  • Proof your business is legitimate

Articles of incorporation, business licence, commercial lease, corporate tax returns (T2), financial statements, payroll records and business bank statements.

  • A business progress report

A clear summary of your original plan, what you achieved, the challenges you faced, how you responded, and growth in sales, operations or your team.

  • Evidence of significant benefit

Hiring and payroll details; support letters from economic development officers, community leaders or partners; media coverage; and client testimonials.

  • An explanation letter

Your plan for the next 18 months, why your presence in Canada is essential, your goals for the business and community, and your exit or transition plan.

  • Evidence of ties to your home country

Ownership of a business abroad, property records, family connections, regular travel home, and other financial or legal ties.

Tip

Treat your renewal as a complete, stand-alone file. The officer does not have to re-read your original application, so include everything they need to see now.

Timeline

When should you start your C11 renewal?

Start at least 3–4 months before your permit expires. Good evidence takes time to collect, and support letters often take weeks.

  1. Step 01

4 months before expiry: review your progress

Compare your results with your last business plan. List what you achieved, what changed and why.

  2. Step 02

3 months before: gather evidence and letters

Collect financial records, payroll and support letters from partners, clients and local organizations.

  3. Step 03

Before your permit expires: apply online

If you apply from inside Canada before expiry, you keep maintained status and can keep working under your current conditions until IRCC decides.

  4. Step 04

After approval: file for your family

Your spouse’s open work permit depends on how much time is left on your new permit, so file without delay.

Common mistakes

What mistakes put a C11 renewal at risk?

Most refusals we review trace back to the same few problems. Each one can be fixed if you catch it early.

01

Starting too late

Timing

Why it hurts

Rushed files miss key evidence, and letters from partners or local officials can take weeks.

What works instead

Start 3–4 months early and keep records all year, not just at renewal time.

02

Relying on your original plan

Evidence

Why it hurts

The officer judges your current results, not the plan that got your first permit approved.

What works instead

Show what has changed since your last permit, backed by numbers and documents.

03

No visible benefit to Canadians

Benefit

Why it hurts

A business that is incorporated and files taxes but has no staff, clients or community links looks inactive.

What works instead

Even if you are not profitable yet, show steady development: hiring, contracts, partnerships, local events, mentoring or community projects.

04

Weak temporary intent

Exit plan

Why it hurts

Without a clear exit or transition plan and ties to home, the officer may doubt you will leave when your permit ends.

What works instead

Keep evidence of your ties abroad and explain who will run the business if you leave.

Family

Can your spouse and children extend their status?

Often, yes — but the rules for family members changed on January 21, 2025.

  • Your spouse or common-law partner can usually get an open work permit if your job is classified as TEER 0 or 1 — as most C11 owners in senior management roles are — and your permit is valid for at least 16 months when they apply.
  • Your children are no longer eligible for open work permits as dependants of a worker. School-age children can usually continue their studies; check whether they need to extend a study permit.

Watch the timing

Because a C11 permit is now issued for 18 months at most, your spouse has a short window to meet the 16-month rule. Plan to file their application as soon as yours is approved.

Next steps

What comes after your C11 renewal?

The C11 is a temporary permit. IRCC now describes it as a permit for business owners seeking only temporary residence, and C11 work experience does not count toward the Canadian Experience Class. A renewal buys you time — use it to prepare your long-term plan.

Depending on your profile, options may include a provincial entrepreneur stream, often through a C60 work permit, or other economic programs. If you were counting on the federal Start-up Visa, read what changed in 2026.

FAQ

C11 work permit renewal: frequently asked questions

How long is a renewed C11 work permit?

Up to 18 months. Since IRCC’s May 27, 2025 update, officers should not issue a C11 permit for longer than 18 months. The officer may issue a shorter permit if your progress is limited.

When should I apply to renew my C11 work permit?

Start preparing 3–4 months before your permit expires, and submit your application before the expiry date. You can apply online from inside Canada.

Can I keep working while my renewal is processed?

Yes, if you applied before your permit expired and you stay in Canada. This is called maintained status: you can keep working under the same conditions until IRCC decides. Travelling outside Canada while you wait can affect your right to work, so get advice before you travel.

What if my business didn’t generate much revenue?

You can still be approved. Revenue is only one factor. If you have been actively managing and developing your business, be ready to:

  • Explain what you have done and learned so far.
  • Share a clear, credible plan for future profitability.
  • Show that you have access to funds — savings, investment or other sources — to keep the business going.
What if I don’t have many employees?

Hiring Canadians is one of the strongest forms of evidence, and the Federal Court has upheld a refusal where a business had no employees and no hiring efforts. If your business model needs fewer staff for now, don’t hire just to impress — but do show other benefits, such as specialized services, knowledge transfer, partnerships, contracts with Canadian suppliers and community impact, backed by strong support letters.

Can my spouse and children extend their permits too?

Your spouse can usually get an open work permit if your role is TEER 0 or 1 and your permit is valid for at least 16 months when they apply. Since January 21, 2025, dependent children no longer qualify for open work permits, but school-age children can usually continue studying in Canada.

What happens if my C11 renewal is refused?

Act quickly. If you were on maintained status, you may be able to apply to restore your status within 90 days, but you cannot work while restoration is pending. Other options can include a new application with stronger evidence, or judicial review at the Federal Court — which must be filed within 15 days of a decision made in Canada. The right choice depends on why you were refused.

Does time on a C11 permit count toward permanent residence?

Not toward the Canadian Experience Class — self-employed work in Canada does not count. Your business experience may still help in provincial entrepreneur streams and other programs, so start planning your PR strategy early.
