Two Immigrants Who Built the Firm They Needed
Sobirovs Law Firm started in 2012 with two lawyers who had each arrived in Canada as newcomers and learned the immigration system from the inside before they ever practised it.
Rakhmad Sobirov came from Uzbekistan in 2005 as a Federal Skilled Worker and became a Canadian citizen in 2011. Feruza Djamalova took her own route through the system. Both had sat on the applicant’s side of the desk, waiting on a decision that would decide where their family lived.
That experience shaped how the firm works. We know what it feels like to wait, and we know how much a clear answer is worth when you are making a decision about your business and your family at the same time.
Sobirovs Law Firm – Canada Business Immigration Lawyers
We are business immigration lawyers based in Toronto, Ontario and Vancouver, British Columbia
We Care
We see the people, families, and dreams behind every application. We've built our systems around client needs — offering not just legal services, but real support, empathy, and guidance at every turn.
We Specialize
We chose to dedicate our practice exclusively to business and corporate immigration. That focus allows us to dive deep, master the details, and deliver strategies that work. Over the years, we've helped hundreds of entrepreneurs, startups, and global companies expand to Canada.
We Understand
We know this process can feel overwhelming — time-consuming, technical, and uncertain. That's why we built a streamlined, client-friendly system: secure digital tools, clear communication, and step-by-step guidance designed to remove stress and keep you informed.
We Believe
We believe in you — your vision, your potential, and your ability to shape Canada's future. When you succeed here, Canada wins too: new jobs, new ideas, and new opportunities that strengthen our country's economy and diversity.
Canada's leading business and corporate immigration firm.
We work on Start-Up Visa applications and helping entrepreneurs stuck in its backlog, C11 entrepreneur work permits, intra-company transfers, Provincial Nominee Program entrepreneur streams, LMIAs, and Express Entry for highly qualified professionals. We advise foreign companies opening Canadian operations and entrepreneurs buying or building a business here.
We also act for corporations rather than individuals. That means advising companies on the immigration side of opening a Canadian branch or subsidiary, moving executives and specialized staff across borders, structuring a transfer so it will actually clear an officer, meeting employer compliance obligations under IRPA, and preparing for an ESDC or IRCC inspection before one arrives. For many of our corporate clients, immigration is one piece of an expansion decision — and the piece that determines whether the rest of the timeline holds.
We do not do refugee claims, family sponsorship, or study permits. Firms that handle everything handle business immigration occasionally. We handle it every day.
We also do not take every file. Before we accept a client, we assess whether the case has a realistic path. If it does not, we say so at the first meeting rather than taking a retainer and hoping. Some people find that blunt. Most find it useful — it saves them a year and a substantial amount of money.
Who You Will Work With
Rakhmad Sobirov — Managing Lawyer and Founder, LSO No. 62387E
Rakhmad founded the firm in 2012 and has more than 14 years of experience in Canadian immigration law. He arrived from Uzbekistan in 2005 as a Federal Skilled Worker and became a citizen in 2011. His practice focuses on Start-Up Visa files, provincial entrepreneur streams, and complex business cases that other firms have declined. He speaks English, Uzbek, Russian, and Turkish, and works directly with entrepreneurs across Central Asia, Turkey, and the Russian-speaking markets.
Feruza Djamalova — Senior Business Immigration Lawyer, LSO No. 60068U
Feruza co-founded the firm and leads its employer-side work: LMIAs, the Global Talent Stream, intra-company transfers, and work permits for executives and specialized staff. She also handles Express Entry files for professionals whose employers need them in Canada quickly. Employers come back to her because she tells them early which hires will clear and which will not.
Mariam Jammal — Senior Business Immigration Lawyer, LSO No. 82485Q
Mariam works on corporate transfers and expansion files, including intra-company transfer applications for companies establishing a Canadian office. She handles the documentation side of business immigration, where applications are most often lost — on evidence, not on eligibility.
Judy Le — Team Lead, Business Immigration, RCIC No. R710479
Judy leads the team that keeps files moving between the legal strategy and the submission itself. She joined the firm as an immigration case worker in January 2020 and now runs the business immigration team, after seven years of work that has helped hundreds of individuals and families settle in Canada. She is a licensed paralegal in good standing with the Law Society of Ontario and a Regulated Canadian Immigration Consultant with the College of Immigration and Citizenship Consultants, with a paralegal diploma from Humber College and an immigration consultant diploma from CSIC e-Academy. Judy came to Canada from Vietnam in 2013, so the process our clients are going through is one she has been through herself.
Recognition
Chambers & Partners: 2025-2027
Chambers & Partners ranks law firms after independent research: interviews with clients, interviews with competing firms, and review of the matters a firm has actually handled. A ranking cannot be purchased or applied for on reputation alone. Our Band 4 ranking in Canadian immigration places us among the firms Chambers recognizes in a market dominated by national full-service practices. We are a boutique of four. We are working toward Band 3.
The Legal500 Rankings in Business Immigration: 2023-2027
The Legal 500 assesses firms through client feedback and submitted work, published annually and researched independently of the firms it covers. Our listing reflects the same thing the Chambers ranking does: clients and peers were asked about our work, and answered.
The Legal500 — Corporate Immigration Guide, Canada
Sobirovs Law Firm has become an exclusive contributor to the 2027 Legal Landscapes: Canada- Corporate Immigration. The Legal 500 invited our lawyers to author the Canada chapter of its Corporate Immigration guide. Rakhmad Sobirov, Feruza Djamalova and Mariam Jammal wrote the piece, which sets out how Canadian business immigration law is changing and what companies bringing people into Canada should plan for. The guide is read by corporate counsel and by foreign law firms deciding where to send their Canadian work.
