Alberta’s Rural Entrepreneur Stream offers entrepreneurs a unique opportunity to establish businesses in communities with populations under 100,000 people. More than 60 communities currently participate in the Stream, and the number is constantly increasing. The AAIP Rural Entrepreneur Stream is a structured application process aimed at foreign entrepreneurs who wish to establish or purchase a business in rural Alberta communities.

The slower pace of rural life fosters tight-knit communities and a peaceful environment, offering a respite from the hustle and bustle of city living. Who Can Apply for the Alberta Rural Entrepreneur Stream?

If you wish to apply for the Alberta Rural Entrepreneur Stream, you need to meet several key criteria:

  • Work Experience: 3 years as an active business owner-manager or 4 years in a senior management role within the past 10 years.
  • Education: Completion of at least a high school education.
  • Language Proficiency: A minimum CLB level of 4 in English or French. That is a score band level of 4.0-4.5 in the IELTS.
  • Net Worth: A minimum net worth of $300,000.
  • Business Investment: A minimum investment of $100,000 into the proposed business. More investment will bring the candidate more points, as described below.
  • Community Support: A Community Support Letter from a participating rural Alberta community.
  • Business Ownership: At least 51% business establishment minimum ownership if starting a new business or 100% if buying an existing business.
  • Job Creation: Under the Alberta Rural Entrepreneur Immigration Stream, starting a new business requires creating at least one full-time job for a Canadian citizens or permanent resident, while buying an Albertan business waives this requirement. Regardless of the option you choose, you must live in the community where your business operates and spend at least 75% of your time there, ensuring active involvement in the business and integration into the local community.

The following factors increase your chances of being invited to apply under the Alberta PNP Rural Entrepreneur Stream:

  • Age of the Applicant: 21-49

Step-by-Step Application Process of the Alberta Rural Entrepreneur Stream

Applying for the Alberta Rural Entrepreneur Stream involves multiple steps and involves both the provincial and federal governments. Below is a step-by-step guide to help you through the process. Obtaining a business application approval letter is crucial as it confirms approval from the Alberta Immigrant Nominee Program (AINP) for your proposed business, which is integral for applying for federal work permits and ultimately pursuing permanent residency in Alberta.

Milestone 1: Preparation (1-3 months)

The initial stage in the application process involves thoroughly preparing and submitting your Expression of Interest to the Province. During this stage, you will complete the following activities:

  • Calculate your points and research, and select a rural community in Alberta.
  • Research business opportunities and businesses for sale in Alberta
  • Prepare for the language test and obtain your ECA report
  • Obtain an Education Credential Assessment (ECA) report to demonstrate that your foreign education is equivalent to Canadian standards
  • Apply for a visitor visa if you do not have one to conduct your Exploratory Trip to Alberta
  • Conduct an exploratory visit to understand the local market and opportunities.
  • Prepare a business proposal during your exploratory visits to local communities. This is crucial for obtaining community support and meeting eligibility criteria for various immigration streams.
  • Submit an Expression of Interest (EOI) to the Government of Alberta and pay the EOI fee.

When you receive an Invitation to Submit a Business Application, you must submit your full application within 90 days.

Transportation, long and short haul, remains a key sector in Alberta's dynamic economy.

Milestone 2: Business Application (3-6 months)

This stage begins once you receive a formal Invitation to Submit a Business Application from Alberta immigration authorities and ends with you signing a formal Business Performance Agreement.

During this stage, you will complete the following steps:

  • Apply for and obtain the Net Worth Verification Certificate (we recommend MNP).
  • Complete the due diligence process for business valuation if you purchase an existing business.
  • Prepare and Finalize your Business Plan.
  • Apply for and obtain your Business Plan Evaluation Report from a designated service provider that will evaluate your business plan. We recommend MNP.
  • Apply for and obtain your Qualified Service Provider Report from a designated service provider that will assess your net worth and business investment. We recommend MNP.
  • Collect your documents according to the Business Application Document Checklist.
  • Submit your Business Application and pay the Business Application Fee of $3,500.

If the Government of Alberta determines that you meet all the requirements for the Rural Entrepreneur Stream, they will email you a Business Performance Agreement for review and signature. This agreement serves as a legal contract between you and the Province of Alberta.

It’s important to note that your investment in a business in Alberta will only be counted after the Agreement is signed between you and Alberta. Therefore, you should invest in a business only after the Agreement is finalized.

Upon successful completion of these steps, you will be issued a Letter of Support from Alberta. This Letter will allow you to apply for your 2-year work permit. Depending on your country of nationality and/or the Canadian consulate you apply for, a work permit can take anywhere between 1 month and 4 months to be decided.

Milestone 3: Arrive & Operate Your Business (approx. 12-18 months)

Once you have completed the necessary preparations and received your work permit, the next milestone involves arriving in Alberta and starting the execution of your Business Plan in the Province. During this time, you are expected to complete the following steps:

  • Formally report your arrival by submitting an Arrival Report within 30 days of your work permit.
  • Transferring investment funds to your bank account in Alberta or fully paying the purchase price in case of buying an existing business in Alberta.
  • Operate and manage your business for at least 12 months.
  • Submit a Business Progress report at the end of each 6-month from the date of your permit.
  • Apply for nomination by the province by submitting a Final Report for Nomination.

Milestone 4: Submit Application for Permanent Residence (approx. 6-12 months)

After successfully operating your business in Alberta for at least 12 months and receiving the provincial nomination, the final step is submitting your permanent residence application to Immigration, Refugees, and Citizenship Canada (IRCC). This involves completing the necessary forms, providing supporting documentation, and paying the required fees.

Once your application is submitted, you will await the final decision, which, if approved, grants you and your family permanent resident status in Canada, marking the culmination of your journey through the Alberta Rural Entrepreneur Stream.

Alberta Rural Entrepreneur Stream involves several financial commitments beyond the minimum investment.

Specifically, you should set aside sufficient funds to cover the following costs (CAD):

  • Net Worth Verification by Designated Services Providers: $4,500 – $7,500
  • Business Establishment Plan: $8,000 – $10,000
  • Business Purchase Costs (legal fees, broker fees, due diligence, valuation report, etc.): $7,000 – $10,000
  • Expression of Interest Fee: $200
  • Business Application Fee: $3,500
  • Work Permit Government Fees: $155 (principal), $255 (spouse), $150 (per child)
  • PR Application Government Fees: $2,385 (principal), $1,525 (spouse), $260 (per child)
  • Immigration Lawyer’s Legal Fees: $35,000- $75,000 (depending on your needs)

Frequently Asked Questions about Alberta Advantage Immigration Program Rural Entrepreneur Stream

Please note that your business plan is a serious document and serves as a basis for the terms of your Business Performance Agreement. While you can request changes to your business plan after it is submitted to AAIP officials to consider and before the decision is made, the changes should not be significant. If the changes to the business plan are significant, then it is better to withdraw your Business Application and submit a new application with an updated business plan. Any changes to the business plan under consideration by the AAIP, especially those related to the nature of the business, location, or investment amount, should be communicated to and approved by AAIP officials before implementation.
IRCC can refuse your Permanent Residence (PR) application even after Alberta has nominated you. Common reasons for refusal include not meeting the medical, criminal, or security requirements set by IRCC or if IRCC finds discrepancies in your application. Ensuring that all your documentation is accurate and complete when applying for PR is essential.
If your work permit is refused, it may significantly impact your ability to proceed with the Alberta Entrepreneur Stream. You may need to address the reasons for the refusal and reapply, or in some cases, explore alternative immigration pathways. Without a valid work permit, you will not be able to move to Alberta and start your business, which is a crucial requirement of the program.
Your spouse and dependent children (under 22 years old) can accompany you to Alberta. They must be included in your work permit and permanent residence applications, and additional fees will apply for each family member.
As temporary residents in Alberta, your children can attend public schools free of charge, just like Canadian citizens and permanent residents.

The number and nature of jobs you must create will depend on whether you are establishing a new business in Alberta or purchasing an existing one. If you are purchasing an existing business, job creation is not mandatory. However, creating new jobs may add more points to your profile and increase your chances of receiving a provincial nomination. Creating at least 1 new job is mandatory for those establishing a new business. The Business Performance Agreement will outline the terms related to job creation.

Conduct thorough research and consider an exploratory visit to evaluate potential business opportunities before making a decision. It’s important to note that some sectors or types of businesses do not qualify under this program, so ensure that your chosen business meets the program’s eligibility criteria.
